He received his J.D. from the University of San Diego School of Law (2003), where he graduated Cum Laude, Order of the Coif, and was a member of the San Diego International Law Journal. While a student, Chris published Toward a Solution to the Problem of the Common Anadromous Stocks of the North Pacific, 4 San Diego Intl L.J. 543 (2000)
