Gary Sirota is a cofounder and Partner of Coast Law Group LLP, where he chairs a number of the firm's practice area groups including: Non-profit Corporations, Real Estate Transactional/Leasing, and Business Formation. Gary also co-chairs CLG's Action Sports group.

 

With an educational background in international finance, Gary has practiced primarily in the areas of complex business litigation, real property, land use, and environmental law since passing the California Bar in 1988. Between 1992 and 2004, Gary maintained a solo practice which, in addition to the aforementioned areas of law, included business development consulting and the very challenging area of Tax Exempt/Non-Profit Law.

 

Of particular note, Gary is a Managing Team Member of the Bajagua Project, a $156 million federally authorized module to the International Wastewater Treatment Plant at the San Diego/Tijuana border. His authority extends to financial, legal, environmental, legislative, and policy issues relating to this bi-national development project. As a representative of the Bajagua Project, he lead the effort to draft authorizing legislation and formulated support and strategy for its adoption in 2000. He is responsible for developing the relationships and working with legislators, Committee, and Agency staff on a daily basis to position the authorizing legislation for Bajagua. Gary was a key member of the team that systematically convinced federal legislators, environmental and citizen groups, government agencies, city councils, and the public to support the Project.

 

His background and education in finance was integral when working with the Office of the White House Management and Budget, and the Congressional Budget Office when the Project underwent financial scrutiny. Recognition of this effort was given when he was invited to serve as an honorary Co-Chair for California of the President's National Business and Finance Advisory Committee.

 

Gary has served as General Counsel to international non-profit organizations including, Quiksilver Foundation, SurfAid International, Young Independent American Filmmakers, Center for Nursing Education, Rob Dyrdek/DC Shoe Skate Plaza Foundation, Center for Cardiac Wellness, American Association for Heart Failure Nurses, LA Surf Bus.

 

As General Counsel to Greenland Mitigation, a San Diego County Mitigation Land Bank, Gary helped secure the preservation of over 70 acres of high quality, rare habitat. Establishment of the Land Bank resulted in a multi-million dollar profit to his clients in less than 18 months. He also served as a principal team member in the creation of a sustaining development pilot project utilizing state of the art wastewater treatment and solar-hydrogen fuel cell technology at Todos Santos Island, Baja California, Mexico, as well as wastewater treatment and solid waste recycling projects in Bali, and Nyang Nyang, Mentawai, West Sumatra, Indonesia.

 

Gary has successfully represented public interest litigants as lead counsel against various branches of the federal, state, and local governments. From 1992 to 1997, he sat on the Board of Directors of the Surfrider Foundation, and served at various times as the National Board Chair, President, and Chief Legal Advisor. He currently sits as a member of the Surfrider Foundation Advisory Board.

 

Gary achieved a Bachelor's of Science degree (1984) in finance from San Diego State University and his Juris Doctor (1988) from the University of San Diego. From 1989 to 1990, Gary served as law clerk to justice Bob Rose on the Nevada State Supreme Court.

 

Some of Gary's professional accomplishments and associations include:

  • Co-authored Beach Environmental Awareness, Cleanup, and Health Act of 1999 (The BEACH Bill), H.R. 999 (Bilbray, R. CA).
  • Testified before Subcommittee on Water Resources and Environment, Transportation and Infrastructure Committtee to the US House of Representatives regarding H.R.999.
  • Co-authored Amendment to American Embassies Infrastructure Bill/State Department Appropriations Bill of 1999, H.R. 1245 (Gilman, R. NY).
  • Principal architect and co-author of Title VIII to Public Law 106-457, the `Tijuana River Valley Estuary and Beach Sewage Cleanup Act of 2000', enacted November 7, 2000 (S. 835, H.R. 3378).
  • Rotary International, San Diego Breakfast Rotary Club, Charter Member, 1990.
  • President, Chairman, Board of Directors, the Surfrider Foundation, 1992-97.
  • International Advisory Board, The Surfrider Foundation.
  • San Diego Mayor's Clean Water Task Force, 2004.
